Title: The antecedents of mandatory motorcycle helmet legislation enhancing behavior

Highlights:

  • Favorable attitudes toward helmet safety generally increase helmet utilization.
  • Utilization rates are 10–20 percentage points higher among motorcyclists with favorable beliefs.
  • Helmet utilization rates are roughly 25 percentage points higher in states with helmet laws.
  • Helmet laws increase use of conspicuously colored helmets and out-of-state travel.
